Comentarios: Howell was encouraged by F.S. Devlan to paint. His career was disrupted by his desire to run for public office; he joined the city council in 1873 and held numerous positions in City Hall until about 1880. However, he considered these years in public office to be his wasted" years. In the early 1880s, Howell again began to paint. He produced landscapes, portraits, and business signs, but specialized in cattle and sheep paintings. He served as Librarian at the Reading (Pa.) Public Library until his death in 1924.
